Job Profile

We are looking for a Civil Works Proposal Manager who will be one of the leading members of a multi-discipline proposals team, responsible for carrying out proposals of Civil and Building Works packages of mainly large and complex industrial plants projects as well as major civil infrastructure projects. Proposals preparation will consist of commercial & technical parts which will necessitate interfacing interactively with other technical professionals; other disciplinary Proposal Managers, Engineering and Procurement teams. Submittal of bids will be coordinated with sub-consultants and other partners who may also be involved.Proposals Managers are expected to coordinate the proposal works of all packages of a whole project and be able to compile and close its bid in a condition ready to submit.

Job Description

  • Classifies all tender documents received from Client, reads with a good level of understanding and correct interpretation; the ITB, Technical Specs, and other tender documentation including contractual terms and conditions whereby identifying the technical and commercial requirements of Clients,
  • Maintains communication with the counterpart in the Client organization, responses bid clarifications and queries on due course during tender/proposals preparation,
  • Contributes to the writing of proposal sections; responses to requests for the information supports business development team for pre-qualification questionnaires, invitations to tender and requests for proposals,
  • Liaise with a wide variety of internal functions to ensure the most up to date and relevant responses to tender questions; follows the preparation of technical proposal preparation, engineering and planning documentation, bid qualifications, contractual deviations and other necessary commercial and corporate info required to be submitted with the bid proposal,
  • Maintains bid management content, collateral and tools making sure all information is properly monitored and reviewed,
  • Manages all stages of direct cost analysis for cost estimation, recommends man-hour/man-months rates and calculate direct & indirect project costs and validates projects direct/indirect costs, margins, contingencies tax and insurance estimates,
  • Communicates with potential Subcontractors, prepares appropriate RFQ documentation to get Subcontractor quotations. Make Subcontractor price evaluations and implement them in the main bid,
  • Looks after the entire bid stage of tender negotiations, from drafting documents to final handover to the contract manager,
  • Makes market analyzes for project resources, taking into account the variable market conditions in different countries and different regions,
  • Evaluates technical and commercial risks, ensuring all are foreseen, managed, priced, or transferred along with benefits as appropriate,
  • Prepares bid/no bid analysis and complete tender signoffs with senior management,
  • Focuses absolutely on the final product by closing the bids with the knowledge of bid bottom margins and pricing according to contemporary company strategy and submitting winning profitable bids.

 Skills and Qualifications

  • Bachelor’s Degree in Civil Engineering
  • Master’s Degree in the relevant engineering fields is an asset
  • Technical background in construction and experience in construction site, payment and planning methods
  • 7+ years’ related experience creating, writing and editing proposals for construction and erection of  large-scale industrial plant projects and infrastructure projects
  • Experience and understanding of unit price, lump sum and EPC project execution structures and construction methods, and progress payment methods
  • Excellent command of verbal and written English
  • Result driven with attention to details
  • Team-work skills
